Children in Grades 3–5 who hesitate, count on fingers past the point they should, memorise tables without meaning, or have started saying they hate maths.
Who it is not for

50 minutes, one-to-one, same tutor each week. The first 10 minutes check yesterday’s idea. The middle is the missing concept. The last 10 minutes is a problem the child has not seen, so you know it transferred.
